very "dim" mark - cannot id for sure.

matched pair of sterling and cranberry glass salt cellars. Marks id's okay for British sterling and London, time line 1894 ("T")... but I cannot be sure the center mark is leopard w/o crown, and time frame says should be the case. Can anyone tell from outline as on photo ? Also, run thru on makers marks does not turn up anything on JA and TS.. any ideas ?
