Toothpick troubles !!!!

Hi there.
Ive what I think is a toothpick, correct me please if I am wrong !
Annoyingly, the hallmarks are so small and the item itself so small, I couldnt for the life of me get a great clear picture.
The hallmarks are as follows;

Anchor and Lion - definately a Birmingham piece
M - quite a plain 'M' - Id say very good match to that of 1861.
Now the tricky part is this. The makers mark is just on the edge of the point. It is 'C.' then the letter that followsis a little off the edge though when I look at makers lists on the site, the closest and only match with 'C.' is C.C which is Colen Cheshire. Now the confusion with this is that C.C was registered in 1865 and the only feasible 'M' is that of 1861. Of course this makes for slight conflict in terms of the maker and date mark.
The next 'M' on the list is in a different shield and is of a different font style completely.
Can any one help me with this ?

This is a cocktail fork and would have been in a set of six.
More likely the 1936 M. Hallmarks on items made between 1784 and 1890 include a duty mark.
