Is hallmark on my bracelet silver plate or silver Help?

Hi All, I have a lovely English 7 bar gate bracelet that is hallmarked : S Leopards Head C and also has a profile of Queen Elizabeth 11 which is the commemorative mark for her assession to the throne. It does not have 925 or the lion passant...does this mean it is silver plate and what does the S stand for. The padlock is stamped Silver. If anyone can help would be grateful. Cheers M
