1861 Teapot What Country and Who is the Maker

I am researching this beautiful piece. I believe it is 19th century European and and it has a 1861 engraved date on it. Can anyone tell me what country and who is the maker. This piece is fascinating. Need some help. Thanks / Newyorknewyork
