'L' Bros Sterling Eagle's Head

I recently picked up a pair of small (1 1/4" x 1") salt/pepper shakers with the following marks - 'B R', a large 'L' in script, 'O S', then 'STERLING', finally an eagle's head outline facing left. The curly bottom of the L extends from the B to the S and the top hangs over the O S. Purchased in Canada.

HAH! I found the mark in Rainwater's E of ASM (4th Ed) in the unascribed marks section. Doesn't get me any closer, however...

Also found an "L Bros Sterling small set of salt and pepper shakers in Canada. Interested in knowing company.
