Cup marked COIN 4

I have a cup that has been in the family for many years. It is inscribed "To Carrie Scott from her Father". Family legend is that the Scott who was the father was a general in 19th century America.
I think it is silver coin. The mark on the bottom is something like a fish, followed by a W and Co. Below is written COIN and under that 4.
My brother and I have searched, but not found any information on who made this cup or when.
