I don't know if this helps much but based on the shape of the hallmarks, especially the wavy shield of the lion passant, the item might be dated to the period 1896-1915:

You could probably try to identify the maker's mark by browsing the lists and trying to find one with the peculiar shape of the shield and matching time period.
