Arabic Hallmark help ID, please!

Thanks in advance to all who so graciously share their expertise. I thought this was an Egyptian mark from Cairo but I am not sure I'm even close and would love help in identifying the mark and the age and purity if that information is something that can be learned from the photo! I'm perplexed by this hallmark. I thought I understood it, but it's one of the great mysteries of life. The choker links look like masks.

Since this was identified as plate I did a deep and dirty acid test and this is at least 925 silver. But if anyone has information I'd love to hear it.
