Is this a mustard spoon?

Has anyone any idea as to the origin of this unusual spoon which I think must be for mustard. It is made from an Idian 1915 George V two Annas coin and has a strange Eqyptian looking animal on the top. Thank you for your quick reply. I am no expert and as there are a few marks which will not clean out I thought it was silver plate. The glass bowl measures 5.1/2" in diameter. All the marks I have shown are on the lid. The initails are J.B on the lid. There are the numbers 2221 on the tray with...
