Hi, Possibly Scandinavian.The imperial monogram looks like Elizabeth Petrovna (Russian: Елизаве́та (Елисаве́та) Петро́вна). Engraved weight is about the period she ruled. The anchor is the coat of arms for Norrtälje in Sweden. The mark AGH could be Ander Gottlieb Herkepeus active in Norrtälje 1821-1866(78). The last mark O4 is the year mark for 1844.
