Gold on silver nail buffer boars head?

Hello sorry to bother you again. I have a nail buffer of which I assuming is vermeil on silver. Could someone please confirm that this is the boars head or not. Above is a goblet obviously 800 but the two tiny hallmarks represent what please. Maybe it isnt French at all but have been through all my copies of stamps to no avail.
Could anyone enlighten me please.

French Silversmith QA

Could anyone help please I have looked high and low for the French silversmith with the initials QA with a horses head. It is a chateline clip. It is definately silver as it does have the head of minerve 1st title stamp.
