Please Help w Birmingham? Salt

I am hoping that the experts on this site can help identify the age and maker of this little salt with cobalt liner. Both the spoon and the holder have the same marks. If I understand the marking system, this is a Birmingham piece, but please correct me if I'm wrong. The marks appear to be an anchor...

Thank you very much! As I said, I'm "silver impaired", so I hope you don't mind a couple more questions. What are psuedo hallmarks? Does that mean they're fake? I've had these spoons for a long time, and they're monogrammed. If James Mix was a wholesaler, would he have done the monogram? B...
