Hi Peter,

As always a big heartfelt thank you for your expertise in this field & taking the time to answer in such detail. So is the "9" part of what identifies the silversmith Frans Brugsma or is it refer to something else?

Please forgive me if this isn't sterling but I'm unfamiliar with this mark to know whether it is plate or not. I believe this mark could be from the Russian region...but could be wrong.
