I need help identifying the origin and time period of this sterling silver cigarette case. I am uncertain what the "190" sterling means. In addition the number 107 is marked on the inside of the case along both sides of the hinges. Does that number indicate the weight? Would this be an art...

I believe this might be a German Hallmark from 1855-1860, but I can't make it out. Any suggestions or knowledge of this Hallmark would be greatly appreciated.
