Help with a Tiffany mark

This sterling cuff looks like post-eagle mark Mexican sterling. But I can't quite tell if it's a TH or a TM. And while most pieces I've seen have the location and last name initial followed by the registration number, this one just says "NP", in a smaller font, and underlined. Any idea of ...

For those playing at home: This is the mark of Southwest US (New Mexico / Oklahoma) silversmith Wanda Shiflett. She was kind enough to confirm that this stone is Burro Creek Jasper (AZ), and that this piece was an early one, made as early as 1976 but no later than 1994.

Might be a "B" or an "8" in what looks like a bear fetish? On a better quality sterling buffalo nickel ring I'm guessing 70s or 80s vintage but not positive on that:

Just got this mug. The seller claimed it was 1793, and that the maker is James Phipps I. The date letter looks correct for 1793, but the date letter for 1813 looks similar, too, and the duty mark could allow for either. I couldn't find a mark for Phipps in the marks on this site.
