It reads PS co. then

EP followed by an unclear symbol which could be a bird with outstretched wings (an eagle?) or a bat ??!!! inside a heart shaped shield.

This is proving a tough one to find out more about ! especially which year the letter D corresponds to as i believe the letter dating system differs from assay office to assay office, let alone country ! I have a nice silver letter rack quite ornate.

It has, which i assume is a makers mark?. 'TOPAZIO CASQUINNA' forming part of the hall mark, with a T and a pointed fairy tale like crown and a large D.

Any ideas on country of origin and who this maker is please ??
