Are there any marks inside the bending of the sugar tongs (in the other end)? Sugar tongs are in some cases marked there.

Probably unknown master (PL#731) from Kostroma. The two dots behind the neck supports this also.

The possibility of a praxis that on objects which might get broken with the hallmarkings only the oval kokoshnik was placed beside the makers mark.

Agree with Sasropakis it is clearly Cyrillic ГР so PL #606 (unknown maker in Kiev).

Just forget about Julius Rappoport and Fabrage, nothing to do with them. Even the quality is nothing close to their work.

Checked the history so you are correct that the name was actually changed already by the imperial authorities so the assumption of the communist authorities was not correct. Would be interested to hear if there is any more information of the marking.

A good decision not to buy. These are very commonly faked judica objects with poor quality casting of silver parts and marks which resemble nothing close to an authentic marking.
