Keith- I had no luck researching the initials on your pin. I do know that the #3 eagle is seen on many pieces of silver, specifically from the town of Taxco, and it was usually assigned to makers who weren't well known. Spratling and the TS-24 mark

You do have a piece designed by Spratling but was made some time between 1978 and the last few years. 1978 being the year that the Mexican government began issuing the T marks to silver makers.
