Please correct me if I'm wrong - the impression to the left with the "7" is the collective that manufactured it and the "P" next to the Soviet star means "Riga, Latvia"?

Soviet 583 Pendant Hallmark?
Looks like a typical Soviet 583 post-1965 hallmark. Any thoughts on the year, assay office and place of manufacture?
