what are these loops?

I have a similar spoon and was wondering what these loops on the handle are for. There are two loops and they do not line up with one another. still can't find it

Hello,
I've looked through all the silver plate images and I still can't find any of these marks. I've even googled castles with bricks, W's that look like tridents and crowns... can't find the exact same images. Does anyone happen to know?

Though I would really appreciate someone telling me what this piece is, I'd be grateful if they could tell me how I could figure it out myself. I mean, where do you begin? I know it doesn't have the Lion which means sterling... and that's it.
