Sterling Mark teaspoon identification

I have 2 teaspoons with similiar marks that I am unable to identify. Any help would be appreciated. Click on photos to enlarge. I have found this Bolero Tie in my late father-in-laws items, I believe this is from mexico circa 1940's as he traveled there quite freguently but usually buying Taxco items for my Mother-in-law.
