Unusual Salt and Peppers

Found these at a sale recently. Their ornate nature first grabbed my eye. The slightly different color (salt/pepper) seemed quite unique. The weight and stamped marks on the bottom suggested silver. Embossed Peacock on Bowl of Spoon?

Just found a set of 6 of these guys. No marking other than an embossed peacock and a colonial looking monogram M I. Anyone have any ideas?

As to an early use of the crowned N, the city mark of Nijmegen for guild mark is a source. A pseudo mark may be just trying to copy that.
