This is stamped on the back of a silver/sp tray I posted in Family Crests section Odd Penn Family Crest. Any help on identifying the mark?

Hand engraved tray, looks, feels and sounds like silver. Web says motto: "Dum clarum rect[r]um t[r]eneam" is Penn of Stoke Pogis crest, but crest doesn't match. Very small mark/s on center top of back initially looked like just two circles. Magnifying shows what could be oval silhouettes? ...
