Thank you! Looks like it is Wilhelm Binder. The hammer was the key! Not sure why the Norwegian word if he is German. Possibly early in career or made for a Norwegian company?

I bit difficult because there is no town mark. Anyway, I believe it is R asmus Andreas I versen from Bergen in Norway. He was born 1836 and passed away 1910. There is another Rasmus Iversen in Bergen with a similar mark 1808-1837, but I don't think it is him because the fineness is 13 1/3 lot. This...
