Why are Fabritius and Hammer hallmarks on the same fork ?

Fabritius was more an overseer or approver ?

Hi guys, I can't identify the silver hallmarks . Please help me. Maybe it is a 15 loth hamburg hallmark or maybe a austro-hungarian marks. Lenght 21 cm weight 77 grams .
