This probably isn't much help, but I would agree with whoever said it was german with pseudomarks, made circa 1900 probably for the export market. I have handled quite alot of these sorts of boxes, both Dutch and German, with English import marks next to the spurious marks.

I couldn't put my hand on heart but they look like fake marks to me. The punches have no detail and aren't convincing. Just an opinion of course, but I wouldn't buy this if I was offered it.
