The uncrowned lion puts it after 1822 but the 'P' is difficult. Nearest i think is 1830, but the surrounding stamp is more akin to the gold mark of that same year. The year is 1875. The maker mark is similar to William Sumner, London, but he died in 1807. Whether or not his family continued using the name, i don't know. It may be one of those unidentified marks that remain a mystery.

I think the I.H is more likely to be Joshua Hardy and not James Hyne. Quite why there are two makers marks i'm not sure. Perhaps some one could explain.
