Use a magnet. If it attaches, it is close plate. Otherwise, it is silverplate by M. Prime made after 1821.

Unless it has the head of Minerva in a square shield, they are Christofle silver plate. Christofle is a good manufacture and they probably still make these candelabra today.

epns is electroplate nickel silver meaning the nickel was electroplated. the fancy letter are to maker people think it was silver if they did not know better.

This is only a guess, but they are heavy quality silverplate and probably northern European, maybe German going by the the initials. The mark is just an identifying factory or company trademark.

Typical English silverplate 1910-1930, EPNS always means silverplate.
