The makers mark is for Henry Williamson Ltd and the company is recorded as having worked from 1898 to 1924. That would put both the manufacturer and the hallmark into the right period.

The makers mark looks like Johnathan Millidge - the top of the "J" and the "M" look to be joined. He operated from 1820 to 1832.

I agree William Plummer looks about right. Plummer also was noted for manufacturing pierced work and a dish cross would be one of his items along with plate strainers and toast racks.

Sheffield Plate was made by rolling a copper ingot and a silver ingots together to give either a single silver coat or what was a sandwich of copper between two layers of silver. I can confirm F Narborough as the maker - the cartouche is the right shape. The date letter "D" is also right for 1953 as the cartouche is again right with it being more or less square with" { "shape on the top and base.
