Another mystery, -- Does anyone know who, or when, this was made? I cannot find any maker's mark or trademark.

I asked someone at a silver shop on the internet, and they said that this hallmark is an old International hallmark. Your thoughts?

I have researched and think I found the pattern to be Lord Robert, but unable to identify the maker. Could anyone please help?
