Spoon with Duty Mark but no city identifier? Made by GWB?

This is my first posting, hope pics work. I have recently started collecting and am stumped on this spoon. It has the Lion, date code of 0 and duty mark cameo facing to the right. Based on the shape of the date code (it has a tiny point at the bottom) & duty mark I believe it was made in London ...
