Is this CJ Vander and is it Sterling?

If that bottom section slips off then it is designed to be the cup! You may find it's gold coloured inside...gilded or gold washed..this is common where the silver is used for eating or drinking something which may stain or corrode the silver...just my tuppence worth pal!!!
