I'm really not sure why re-marking was necessary at this time, sometimes it's because the law required that when precious metal items came back on to the market they had to re-marked (an excellent way to raise revenue), or perhaps when a country had a chequered history of being governed by others, then an attempt to gain some sort of uniformity? I'm really not sure.
It would be good if someone knowledgeable can provide an answer.
