I have this Austrian silver sugar caster with 3 hallmarks.

Date is a bit unclear, is it 1819? Who is the maker LB & what is the middle mark?

Hello niceguy!
As I checked in the Neuwirth: Wiener silber, the maker is presumably Leopold Bösenbeck. (page 209.)
The other mark is a tax mark.
