Various Hallmarks on Vintage Medallion

I have a vintage medallion with very fine detailing. The medallion/pendant has various hallmarks in addition to being stamped STERLING. I wasn't able to find any info on the web regarding the hallmarks. Hopefully someone here might be able to help. Thanks!

Hopefully this picture will be a little easier to make out. I have no idea of the origin. There is a floral pattern that has reflective silver on the front as well. I bought it from a dealer who bought it from someone as scrap. I thought the markings were interesting enough for me to buy it and then try and research. Thanks.

I've noted an ingot with similar marks with the exception of an '80' rather than your '78' (year?), but also with additional London import marks.
