Need help with hallmark

I don't think this is sterling, but would like to get more information about origin of the piece. Looks to be middle eastern of some sort. French words say Le Cheval and image is of a horse.

it is written "silver" not sure about what it refers to the word after 1. I also think I am reading Masri on top which if correct, means from Egypt!
