Back home and I have to correct myself. The maker’s mark is indeed
VL conjoined for: Hendrik van Laar registered in Rotterdam 1783-1807.
Hendrik van Laar was born in 1765.

Hendrik van Laar. Open salt cellar, two pieces. Cast. Oval frame on four legs. Blue (cobalt) glass interior/liner. Top edge is composed of openwork chain of ovals with rosettes. Under each rosette at the top a fluted pilaster leg. Leaf Garlands hanging on bows from the top.
