Mexican? Please help

I have spent a few hours trying to identify these hallmarks. The silver that was with this came from Mexico so I'm hoping that's what this is. I'm not even 100% it's not silver plate. Any help is so much appreciated!

The marks are a bit too magnified to see well but they don't seem to be Mexican at all. A pic of the piece is always helpful in ID.
