Help identifying maker mark

Hello.

I've spent hours trying to find a city or maker to match this salt spoon. While I still don't think there is a city mark, I believe the very bottom is a journeyman's mark, and directly above it, poorly struck, is the makers mark for William Eley/William Fearn. If so that should place it in London circa 1816?

I agree with your analysis - Eley & Fearn, London, 1816. Note that it was very common at that period for the London assay office mark of the crowned leopard's head to be omitted, especially on smaller items. It is speculated that this was to prevent dishonest silversmiths from transferring the section containing the hallmark onto larger items, thus avoiding both assay and duty payment.
