Hi.
It is a typical Caucasian dagger. The dagger is decorated with silver 84. Such daggers were also in using in the Russian Cossack troops in the Caucasus.
Very interesting hallmark. The type corresponds to the period 1860-1882. In a mark are represented 84 and the Coat of Arms of the Kutaisi Governorate ( of the Russian Empire) - Golden Fleece. Nowadays Kutaisi province is part of the Republic Georgia (Caucasus).
I can assume that in the Kutaisi province the provincial assayer worked some time and had the punch. I think, initials on a dagger sheath M.D.H. (Cyrillics М.Д.Х.) belong to the owner.

@Dad
This dagger has an interesting hallmark indeed. I have not seen it before. Do you by any chance know the name and working period of the assayer(s) who punched this hallmark?

Unfortunately, I didn't see the confirming documents that in certain provinces of the Transcaucasian Assay District (a zone of responsibility of Tiflis's Assay Office) the provincial probirer worked. But I assume that in provincial State Chamber (Губернская Казенная Палата) there was an official man with provincial hallmark (punch). But short time.
Transcaucasian Assay District (Закавказский Пробирный Округ) in the 1880th included the following Governorates:
Tiflis, Erivan, Elisavetpole, Kutaisi and Baku.
I have examples of hallmarks of Baku and Elisavetpole. Why not to exist to the Kutaisi hallmark?
The hallmark looks graphically correctly.

Thanks Dad.

This hallmark was in use before 1882 but what's interesting is that the Transcaucasia "administration office" was opened not earlier than in 1897. The first assayer was Iosif Schmidetsky 1897-1908.
