I have identified this silver napkin ring to be London, 1891, but i simply can not figure out who the maker is! Can you identify it?

The maker was Charles Stuart Harris. See: http://www.925-1000.com/dlLondon3.html#M
What has happened is that when the maker's mark was struck, only the top portion of the punch has impressed onto the silver due to the ridge in the casting.
The base of the missing 'H' can be seen just underneath the 'C.S':
