Is this a german hallmark?

I recently inherited this set of silver flatware service for 12. Each service has 12 pieces. My dad says he had the set identified as German made some years ago. If possible, need help with maker and year. Knife blades are marked "Hacklander Solingen Rostfrei"

Apart from being a town, Solingen is also a well known German maker of hunting/penknives etc (I used to have one) and also make cutlery. Have a look here:

While the knife blades are German (Solingen is famous world-wide for its knives) the silver mark on the left is Hungarian, in use 1937-1965, and I think for the 3rd standard of .800 (the mark is blurry and upside down).

Hey, thanks for the quick reply. After more powerful magnification, the head has under it a "3" indicating purity of 800/1000. Correct??? Any idea regarding the other mark? Appears to be a bell with a design or insignia inside. (It is upside down in the image).
Again, thanks for the reply. I did find the mark on the right in the Hungary section in another website.

did you ever get more info on this silver. do you have photos. my blades have the same on them. I also have 12 pieces per setting. trying to get info.
