It is a common salt cellar. Unfortunately the marks are very unclear. Kindly tell what letters can be seen behind the kokshnik's neck and what letters you anticipate being in the maker's mark. Anyway, the only thing that can be said for the moment is the manufacturing period 1899-1908 in Russia, but new better photos could tell more.

This item was made in Kiev in 1899-1904. Assayer АВ is Александр Выржиковский (Alexander Vyrzhikovskiy). Maker ГР is Гирш Равкин (Girsh Ravkin) from Berdichev (town in Kiev assay district).
