The only mark of five on this cup I recognize is the national Symbol of the berbs (Berber) in Morocco and Algeria (on the 9 o'clock place). Therefore I think the item is from that area.

It is Norwegian, from Oslo (Christiania/Kristiania), assayed by H. Clausen
1823 - 1846, in February-March, Month symbol pisces 18/2 - 20/3.

Kugelfußbecher (beaker on ball feet) was very popular for centuries.
According to various sources, zodiacal month symbols (Pisces here) were used between 1766 and 1820, but they are seen on silver made in Oslo a couple of decades later.
It is Norwegian. The maker is Bertel Olsen born around 1788 in Bergen and dead 16.6.1863 in Stockholm. He was active in Oslo around 1822-1849. He was appointed as alderman for Oslo Gullsmedslaug 1832-36. Now everything is in place. Town mark for Oslo, guardein C. Clausen (not H.Clausen) 1823-1846, zodiac mark for Pisces (H) 18.2-20.3 and two maker's marks for B. Olsen.
As AG2012 mentioned the zodiac marks were used 1766-1820. As from 1821 onward (two) figures were used as year marks, but zodiac marks have been found on objects after 1821.
