Punches from your photo aren't official hallmarks of Russia. But someone wanted them to forge.
Other marks aren't present?
I can assume that this original product made in the western provinces of the Russian Empire. Only assumption, no more.
Middle of the 19th. I met similar "baskets" with original punches of Chernigov and Zhitomir (Ukraine).
I think such products are characteristic for Jewish silversmiths. Such masters often didn't like to be registered at assay offices.
