Silver trowel without makers mark

Hi all,
Can anyone shed some light on this piece? It is a large trowel (around 12" long), would it have been used as a presentation piece, or? There are no inscriptions on it. Also, the only two hallmarks on it are the George IV right facing duty mark and the crowned harp - so it must be from 1821. Any idea why there is no Hibernia or makers mark? Would be glad to have some more information.

This style of punch dates from 1810-1820. I suspect that this is a made-up piece with a handle from, for example, a knife which would have had a complete set of marks on the blade, and later trowel piece.
