The pillbox does say 800, but there is an odd flear-du-lis hallmark that I am not sure is German. I would also appreciate if someone could comment on what material the cobalt enamel would probably have been made of, and if the silver has been over polished. Thank you!

A clearer image of the marks would be appreciated.
