Hi, How large is this basket? it looks as if had a handle through the centre, I suspect the two smaller holes were there so that pins on the handle would locate and prevent it unscrewing whist being carried, the marks are electo-platers marks and the 234 is probably a pattern number, if you post a size this will give a good indication what it was used for ,

I think more likely a cruet stand missing handle and bottle support. There are a couple similar here ->
