Beautiful little ladle from Durgin in the 1891, "Watteau" pattern. Can anyone tell me what it was used for?

This looks like a sugar sifter spoon, but, although I don't know much about American patterns, it looks like it has been converted from a sauce ladle i.e. those holes in the bowl were added later.
Sugar sifter spoons usually have flat bottomed bowls, whereas sauce ladles have rounded bottoms, at least with English silver they do.
