Spoon with nice handle

Quite a heavy spoon, 19.5cm long, with a decorative handle which I believe is 1899.

Who is the maker? My wife is convinced it is a Liberty spoon but the hallmark does not match any of the Liberty hallmarks I have seen.

Yes. It`s Liberty & Co, ``y`` letter after ``L`` was not well struck but clearly visible when the image is enlarged.
